PEACE DEVELOPMENT
One of my favorite sayings is “Cooperation in progress which is a positive move towards peace. Peace is the discovery of ones inner self and birthright”.
What must we do to make these concepts operational? We must take assertive and concrete action, now that APEC has set the foundation for a cooperation phase. I hope at this site you will appreciate on how best we can support each other to develop the Makururangi (a balance for all with Te Tiriti o Waitangi.) Let me simply sum up the key elements of consensus at this stage for a new approach-some of this will seem obvious:
As Maori produce less than 2% towards the national GDP makes denial reduction a priority or all. We are Hapu calling for Maori-driven strategies that can involve all Hapu in Cooperation Partnerships towards an economic platform for development; Strategies to make Hapu aware of the opportunities that should make Denial reduction alleviation the centerpiece of economic policy, together with a renewed emphasis on achieving rapid private-sector-led as a maindustry growth;
As the causes of a dual system are not complex, the strategies must take account of this diversity and be based on careful analysis of the origins and consequences to wards quality of life;
Transparency and good governance will be key factors of success of the expansion of both public and private external financial support; We spare no effort to ensure that the series of pledges made by the entire Hapu together. Hapu development which will bind us all together are the key to a better future for our children and their children.
Ultimately the answer is within Nga Hapu themselves, however the rest of the worlds societies also has a role to play in this regard; Crown have a duty to play also and it can support your efforts by curbing the sale of assets and financing of training in Health, Education, Welfare by joining in national efforts and not controls. However most importantly, I believe that part of the "internal dynamics" in favor of development is also based on rapid, convincing progress in the RM Act and the Consultation of Hapu; this will reduce the tensions at the source of so many conflicts. Let us work together to this end.
We are ready to be associated with your Hapu to assist in the Standards Development Strategies in cooperation and transparency. To that end our financing funding mechanism will allow the strengthening of our economic base to pool our relative strengths. Your strategies will serve as the basis for all our kotahitanga (unity) acknowledgment in future progress. Facility marks a profound shift in our objectives and in our way of doing business. Its central objectives will be Hapu orientated for new systems of an economic base, employment introduction, elimination of debt reduction and risk management, better growth, and stability. Our core mandate, of course, remains unchanged, promoting prudent macroeconomics management and market-oriented reforms. But this guidance will be part of a broader effort determined by your choices and drawing on the expertise of other major partners and expertise.

I feel very confident and very optimistic about the positive strategies and partnerships to be discussed. Yes, we can make substantial progress in the monumental task of Maori Treaty Partnerships and placing Maori on the road to growth and prosperity. Yes, we can do it; yes, we have found a means to honor our pledges and look to the challenges for a better Cooperation Partnership. Yes, I believe we as Maori must respond to the visit and apology made in 1996 by her majesty the Queen of England and apologized to Maori for all the wrong that was and still is being done. She wanted things put right its up to us to do it.

TERMS OF REFERENCE:
CONSULTATION REPORT FOR JULY 1994 - 6
This report is presented for the purposes of meeting the requirements of the ITO Act 1991 and an agreement that was not reached between a Maori ITO and the Education and Training Support Agency for a Maori Industry Training Organisation.
OBJECTIVES:
Was for level of support for a Maori Industry Training Organisation ITO, including obtaining letters of support from organisations including meetings with ETSA and NZQA and to other Government Bodies.
PROCEDURE:
a) Before the actual consultation took place with any of the Organisation it is first necessary to make contact with either an executive or board member to explain the reasons for the consultation and support.
b) The next step was to meet with the decision making body/ies, all have indicated great support when meeting.
c) The final step in the process is when the organisation sends a letter of support. However, this does not happen immediately for a variety of reasons. Usually because they want more information and have other questions to ask and due to the manner of interest in investment if any not knowing what the Industry Training was about.

WHAKARURUHAU MATUA The first meeting with the Whakaruruhau Matua was arranged by NZQA as part of our consultation process. It was the general consensus of opinion that this meeting was only the first and that it would be necessary to meet again. To this end a second meeting was arranged for 18 September.
The second meeting was with the working group of the Whakaruruhau and the functions and roles of each group were discussed in greater depth. We were informed that the working group were to meet later in the week with the rest of the Chairpersons where they would be reporting back on the meeting. While they were not able to give
any assurances at the end of the hui the working group was in agreement that we were both 'walking down the same path.'
PU HAO RANGI TRUST
The kaupapa of this Trust is the protection of Maori Intellectual and Cultural Property and they have been working on setting qualifications within this area. They have endorsed the kaupapa of a Maori standards Body.
TAURANGA MOANA MAORI TRUST BOARD
endorses the kaupapa of TOA with the intention of having further discussions with Sam Rolleston, one of the board members at the time.
Negotiations are presently underway for TE PUNI KOKIRI IN TAURANGA to facilitate another hui to ensure consultation with a wider range of Maori organisations in Tauranga Moana.

has also agreed to a further hui to include other PTE's and Maori organisations.
KOTIRI MAORI WOMENS WELFARE LEAGUE
has agreed to support the kaupapa of TOA and has requested endorsement from the National MWWL through the Tamaki Makaurau Executive of the MWWL.

MILESTONES:
(i) LEVEL OF SUPPORT
Every organisation consulted with to date has indicated strong support for the establishment of a Maori ITO and are ready to provide letters and support once the ITO has full recognition and present a hui to demonstrate its full potential.
There was a great deal of support and interest shown for the recognition and establishment of a Maori ITO. As this is a new concept to Te Iwi Maori the consultation process has been more involved than would usually be expected.
Before the actual consultation takes place we have found it necessary to explain exactly what an ITO does and how unit standards are set. We also have to explain moderation, assessment and how units add up to certificates and diploma's.
Despite that, indications to date appear to show that the establishment of a Maori ITO will be successful.

CONSULTATION REPORT FOR AUGUST 1996 -97
1. TERMS OF REFERENCE:
This second report is presented for the purposes of showing the progression of consultation in line with the requirements of the agreement reached between Taonga o Aotearoa Cooperative Society Ltd and the Education and Training Support Agency Exploration Funding a Maori IndustryTrainingOrganisation.
BACKGROUND:
In 1994 the working group was set up to investigate the feasibility of forming a Maori industry Training Organisation (ITO) to act in the capacity of Kaitiaki for Maori qualifications and standards for training for industry.
In November 1994 Taonga o Aotearoa Cooperative Society Limited (TOACSL) was formed and ETSA was advised of the intention to make application for recognition as a Maori ITO.
On 3 March 1995 TOACSL was incorporated under the Industrial and Provident Societies Act 1908 as the legal entity set up to:-
(a) establish or assist in the establishment of industry training courses for Maori in Aotearoa;
and
(b) to establish standards for industry training courses and monitor same to ensure acceptability for NZ Qualifications Authority registration.
On 7 March 1995 TOACSL met with the Manager of the Industry Liaison Unit and Maori staff members of ETSA National office.At this hui TOA requested that the consultation process, which was usually performed after an ITO application was submitted, should instead be carried out by TOACSL.
The Industry Liaison Manager agreed to this and TOACSL then made application for funding to conduct the consultation process.
The first report for July has already submitted to ETSA. While the July report dealt mainly with the setting up of the consultation process with some reference to consultation done. The August report deals predominately with the consultation process itself.
5. INFORMATION FORMS:
These forms have been used for every consultation and are used to record information pertinent to the consultation. Each form is then filed by TOACSL for future reference.
6. CONSULTATION PROCESS
For the month of August the aforementioned pamphlets and written material was sent to most of the groups on the enclosed list. Others who had been consulted with in July were also sent the information.
PROCEDURE:
Time has been allowed for the target groups to receive and discuss the information that has been sent to them. After a period of time this is followed up by a more personal approach, Please see comments.
