HOW DOES MAORI LAND TRAINING FIT INTO THE FRAMEWORK:
Because there has never ever been a program in training for the preservation of Maori land The new qualifications for the Maori maindustry land training Standards are of the greatest urgency for the stages of negotiations.
These new maindustry standards qualifications will be of a different way in packaging the skills that Maori need, and will let us take a new approach to the way skills are measured and assessed.
It means less emphasis on exams because where possible, you demonstrate your skills and knowledge by practical and theory. These competency based tests will often be done on the job where land has or been confiscated ie Maori Land Courts, Crown lands procedures by your HSB employer, or by your education off-job provider. Your employer can use the unit checklist in the back of the units training manual in order to see if you have reached competency in that task. It means less emphasis on time served because you progress at your own pace. How long it takes to become competent in a unit to the Maindustry determined level is up to you.
The National Certificate or Diploma in any of the sector options, or the Diploma will be gained by achieving a combination of prescribed and optional units. Each maindustry sector is responsible for their own qualification "package" of units and decides on the mix of prescribed and optional units. You may also choose a number of units from any other framework to make a truly flexible qualifications.
The prior learning process will be considered in conduction with Wananga teachings.
Strategy Formulation
a Ensure regular monitoring of the effectiveness of individual training agreements including the use of training documents by parties to such agreements.
b Ensure both on and off the job training programs associated with the approved maindustry and industry training programs exhibit the following evidential characteristics that:
c Negotiation with training providers to ensure sufficient training locations has been taken into account.
d Direction of trainees to training courses has been taken into account.
e Proper payment to training providers and payment of subsides to employees to employers and trainees has been taken into account.
f Create methods of reporting course outcomes to employers and trainees are fully accounted for.
g Provide an appropriate statement of training in a completed formula and forwarded to the relevant parties.

In the same way that it is important that we adopt a mission statement as our overall statement of purpose, it is equally that we establish a clear set of values, practice, Standards and record keeping as a measure for our activities.
The following philosophy (mohiotanga) positioning statement is proposed:
“In all of our activity, decisions will be taken only after considerations of their impact on our Lands, People, on our environment, our benchmarks, as well as our resources.
In our actions we are guided by the values of knowledge, Independence and relationships. (Whanau, Hapu, Iwi, Tau Iwi, Bi-cultural)
It is our belief that these principals and values are fully compatible with the objectives which are effective and efficient for Maaori Maindustry training systems.”
